Associated Prasa MANILA, Philippines Former President Joseph Estrada turned himself in on Monday after an arrest warrant was issued.
In a new humiliation, the ousted president was fingerprinted by police before being released on bail. It was believed to be the first time the Philippines has issued an arrest warrant against a president. The special anti-graft court vowed to make an example of Estrada in his successor Gloria Macapagal Arroyo's fight against corruption. "Nobody is above the law," said Narciso S. Nario, one of the justices in the Sandiganbayan, the special anti-graft court.
"We have to bring to court anybody who violates the law whether he is the most powerful man in the country or the lowliest laborer." Estrada was forced to leave the presidential palace on Jan. 20 by mass protests demanding he resign over a corruption scandal. In a sign of how far he has fallen since, police on Monday fingerprinted Estrada, who submitted his own mug shots. Flanked by bodyguards, he was accompanied by his wife who is running for a Senate seat in elections May 14 and three of his children. Arraignment was scheduled for May 17, three days after the balloting.
Estrada has professed his innocence and accused rivals of fabricating the charges. There have been concerns that arresting Estrada could spark protests among the poor, the backbone of his support. About 30 supporters greeted him outside his posh Manila home before he headed to the court, where a similar number of backers waited. As riot police watched, the crowd swelled to about 500 people before dispersing after Estrada ing 31 months in office. The Supreme Court unanimously rejected Estrada's appeals that he maintained presidential immunity and was only on leave from the post.
Meanwhile, a lawyer filed new accusations of plunder against Estrada and his associates, claiming they were involved in the sale of "outrageously overpriced" land to the government. Lawyer Ernesto Francisco Jr. said the 1999 sale of the nine pieces of land along Manila Bay for $24-million defrauded the government of more than $16-million. Francisco said Estrada intervened to ensure the sale of the land used by the government for a road project despite the price and ownership questions. The land was sold by Amvel Land Development whose chairman, Mike Velarde, was also Estrada's spiritual adviser.
Velarde heads El Shaddai, a Catholic charismatic group. Estrada and Velarde were accused along with other officials. Carlos Baviera, a vice president of Amvel, said the company welcomed the accusations so it can prove there was no irregularity in the deal. NATO Secretary-General Lord Robertson said the peacekeepers are committed to see all the remaining war crime suspects arrested. Dragan Obrenovic was seized in the Bosnian town of Zvornik on Sunday, reportedly by three men and a woman in civilian clothes, and was spirited to the U.N. tribunal detention unit before midnight. Obrenovic will be brought before a panel of U.N. judges in The Hague later this week to enter a plea. He is charged with complicity in genocide and crimes against humanity in the persecution and murder of Muslims, in the biggest massacre in Europe since World War II.
The White House said U.S. soldiers participated in the arrest operation carried out by NATO-led peace forces in Bosnia. Such arrests are an "essential step in consolidating the peace and promoting the rule of law in Bosnia," said a White House statement. The action reinforced assurances by Secretary of State Colin Powell last week that the United States would remain engaged in the region, despite President Bush's campaign pledge to reduce the U.S. commitment there.
The United States contributes 3,350 troops to the peacekeeping force in Bosnia. Tribunal spokeswoman Florence Hartmann said U.N. investigators had interrogated Obrenovic twice in Bosnia, and issued a seven-page indictment April 9 that remained sealed. Obrenovic, the acting commander of a Bosnian Serb brigade, was indicted for allegedly participating in the July 1995 attack on Srebrenica, an enclave with 60,000 residents in eastern Bosnia that was then under United Nations protection and guarded by a Dutch garrison. Serb forces bombarded Srebrenica for five days, then overran the town.
According to other indictments related to the attack, the Serbs ambushed columns of fleeing refugees and summarily executed many among those who side the palace at the center of Tokyo, ready for a months-long vigil and if possible, a glimpse of the princess. Japan seemed caught in monarchist fervor, though the country's postwar constitution has stripped the emperor of political power and his divine status. Significantly, in a society that venerates spring and derives much of its folklore from nature, news of the possible pregnancy came amid bursting spring buds, a most propitious omen.
